As he has done for many of the 32 years he’s been in charge of putting together the Fourth of July celebration in Bartow, Frank Rouse took center stage Monday night to get people ready to flood Mosaic Park on Independence Day.
He accepted a proclamation at Monday’s Bartow City Commission meeting and the city commission later suspended the ordinance banning fireworks on July 4. When Mayor Leo Longworth asked him if he had words — and suspected he would — Rouse took the podium.
