ARCADIA — City workers who earned merit bonuses this fiscal year will get to keep them, the Arcadia City Council decided Tuesday night. Performance bonuses had been in question because the city had several policies governing them, and some were inconsistent.
One city employee, Helen Raines, came to the podium in tears, afraid she and her coworkers might have to repay the bonuses they had already received. “Morale is so low; the confidence of (city) workers is so low,” she said. “The rumor is that we may have to pay that money back.”
