Three ethics complaints filed by former Arcadia City Finance Director Jorge Santana against City Council members were dismissed by the Florida Commission on Ethics due to legal insufficiency.

On Aug. 10, Santana alleged before the commission that then-Deputy Mayor Alice Frierson, Councilman Robert Allen and Councilman Robert Heine had conspired to terminate City Administrator Lawrence Miller “because Dr. Miller was demanding that the City Recorder Virginia Haas and [then-]Assistant City Administrator Judith Jankosky perform their duties.”
