In an email on Sept. 4, Sarasota County Administrator Randall Reid discussed problems involving payments for a botched county mowing contract.

He wrote: “I have however no doubt the situation could have been handled better and I am dealing with information and actions undertaken before my arrival. Any governments privatizing services in a rush to theoretically save money is wise to better train folks in contract management.”
